What is Chapter 8?
Chapter 8 is considered to represent what is reasonably practicable for the enforcement of the Health and Safety at Work Act 1974 and includes recommendations relating to all vehicles that stop on the highways.
Any works vehicle stopping on the highways should be of a conspicuous colour (yellow or white) and have:
High visibility (hi-vis) markings on the rear
Either “HIGHWAY MAINTENANCE” or “MOTORWAY MAINTENANCE” (if working on motorways only) clearly visible
A strip of hi-vis fluorescent yellow retro-reflective material along the side of vehicle that is at least 50mm wide
The hi-vis markings need to cover as much of the rear-facing portion of the vehicle as possible without obscuring windows, vehicle lighting or registration plates
The hi-vis markings should be:
Alternate strips of fluorescent orange-red retro-reflective material and non reflective fluorescent yellow material, each pointing upwards at 45-60° and atleast 150 mm wide
Red retro-reflective tape should also be applied to all rear facing edges of open doors, guardrails and equipment lockers
Any device mounted on the vehicle that will obstruct the hi-vis markings (e.g. lorry-mounted crash cushion (LMCC) or cone laying adaptation), will also need to have hi-vis markings.
